XXI CENTRAL AMERICAN AND CARIBBEAN SENIOR ATHLETICS CHAMPIONSHIP
Cali, Colombia
July 4 – 6, 2008

 

 

TECHNICAL MANUAL

 

1. Competition and Warm-up Facilities

 

Competition in the XXI CAC Senior Championships will be held at the Pedro Grajales Track and Field Stadium in Cali, which counts with a new Polytan synthetic track.

The main track is 400 meters with eight lanes and the warm-up track “Pascual Guerrero Stadium” is mondo synthetic track with is located one thousand meters from the main stadium.

All equipment that will be used during these championships is standard IAAF certified.


2. Participation

 

 

2.1 General Rules

 

The Central American and Caribbean Championships will be governed by the IAAF rules, and any situation that is not contemplated by these rules will be decided by the Delegate of the Central American and Caribbean Confederation (CACAC).

 

 

2.2 Participation

 

 

The athletes of all countries that participate must be members of the Central American Confederation, and there National Federations must be affiliated to International Association of Athletics Federations (IAAF).

 

 

Each country may enter two (2) participants per event and one relay team.

 

 

2.3 Participation Requirements

 

a) Born in the country that you represent,
b) Naturalized by the country you represent, with residence of at least five years.
c) Registered under your countries Athletic Federation.
d) Entered for the competition by your National Federation.

 

 

2.4 Preliminary Entries Procedures

 

 

All countries of the Central American and Caribbean area must send their entries in the official forms that will be sent to your National Federations by the Local Organizing Committee (LOC) and should be returned no later than the 23rd of June 2008.

 

 

2.5 Final Entries Procedures

 

 

The final entries, which include personal information of each competitor and their best results in the past year, must be sent by the 1st of July of 2008 in the corresponding forms supplied by the LOC.

 

 

2.6 Competition Events

 

 

Men’s
• Track events: 100 – 200 – 400 – 800 - 1,500 - 5,000 - 10,000 - 110 hurdles - 400 hurdles -3,000 steeplechase – 20,000 Race walk – 4x100 – 4x400m.


• Field Events: Shot put – Discus throw – Hammer throw – Javelin throw – Long jump – Triple jump – Pole vault


• Combined Events: Decathlon

 

 

Women’s
• Track events: 100m – 200 – 400 – 800 – 1,500 – 5,000 – 10,000 – 100 hurdles – 400 hurdles – 3,000 steeplechase – 10,000 Race walk – 4x100 – 4x400m.


• Field Events: Shot put – Discus throw – Hammer throw – Javelin throw – Long jump – Triple jump – Pole vault


• Combined Events: Heptathlon

 

 

2.7 Confirmations

 

 

The head of the delegation or the official representative must confirm the list of participating athlete’s using the forms provided by the LOC before 12:00 noon on the day prior to the first event. The Technical Information Center will be in charge of receiving all the forms.

 

 

Only athlete’s that are correctly entered in their corresponding events may register.

 

 

All corresponding forms will be given to the head of delegations at the technical meeting.

3.2 Technical Information Center – TIC

 

 

The (TIC) is located at the first floor of the main section of the stadium where the delegates will confirm their athlete’s participation. There will be mail boxes for distribution of results, claims, competition information, transportation, official communication and development of the championship.


4. INSTRUCTIONS FOR TEAM DELEGATES

 

 

4.1 Arrival

 

 

The Local Organizing Committee will have an information booth to receive all delegations and transfer them to their lodging and accreditation.


4.2 Accommodations

 

 

The organization will be responsible for lodging and meals starting from two (2) days prior and one (1) day after the championships, up to seventy (70) athletes and twelve (12) officials as contemplated by the CACAC rules.

The head of delegations should notify with sufficient time in advance the number of companions that do not fall under CACAC rules to guarantee the availability of lodging and meals. Expenses corresponding to these additional groups will be covered by each individual delegation.

 

 

Additional days spent by any person of the delegation including athletes, that are not covered within the dates established by the LOC will be canceled before accreditation.

 

 

4.3 Accreditation

 

 

The LOC will accredit all athletes and members of the delegation that are officially entered. They should have a document for identification and access to all venues.

 

 

4.4 Team Assistants

 

 

The LOC with provide every delegation with a guide that will assist them during their stay at Cali, Colombia.

 

 

4.5 Competition Numbers

 

 

Each competitor will receive four (4) numbers that will be given during the technical meeting: two (2) for the singlet (one for the chest and one for the back), one (1) for the warm-up uniform and one (1) for their athlete’s bag.

 

 

Numbers cannot be folded, mutilated, or modified in any way in accordance with IAAF rules. Failure to comply will cause a disqualification.

 

 

All runners will receive two (2) hip numbers at the call room which must be worn during the race.

 

 

4.6 Uniforms

 

 

All athletes participating must use their official’s team uniform, which must comply with IAAF rules.

 

 

The Opening Ceremony is part of the official program and athletes are expected to use their official uniform from their country.

 

 

4.7 Official Results

 

 

Official results will be announced after each event both in English and Spanish. Results are considered official once the competition announcer makes the announcement.

 

 

Copy of each event will be published by the (TIC). Each federation will have a mailbox situated in the (TIC) room where they will receive results and any important information pertaining to the events.


4.8 Qualifying Rounds

 

 

• Track Events: The first rounds heats will be prepared by the Secretary of the Meet with the approval of the IAAF Technical Delegate taking into consideration the seeding times provided in the final entry form. Advancement will be in accordance to IAAF rule 166.

The starting heights and increments for all combined events will be determined at the technical meeting in accordance with IAAF rule art. 181.

 

 

4.10 Officials

 

 

The personnel for officiating and auxiliary for the competition will be provided by the Colombian Track and Field Federation and approved by the CACAC.

 


4.11 Awards

 

 

Awards will be given by medals and trophies both individually and for teams, as for men and women.

4.12 Point System

 

The delegation that accumulates the highest amount of points by gender and combined will be the winner, in accordance with the following chart:

For the relays and combined events the points awarded will be double.

 

 

4.13 Claims or Protests

 

 

All protests should be made immediately by the athlete or his delegate. Protest related to results must be presented in writing in the official form provided by the LOC and signed by the delegate in the athlete’s name. Protests must be presented no later than 30 minutes after the official announcement. In these cases art. 146 of the IAAF shall apply where $100.00 (US) or its equivalent must be presented with the protest.

 

 

The protest will be submitted to the TIC official. The person submitting the protest will receive a copy which will have the time it was received.

 

 

The Jury of Appeal will respond immediately with a written letter. The result will be posted at the TIC’s board.

 

 

4.14 National Records

 

 

Certificates for National Records of the different countries will be available at your petition in the TIC office.

 

 

4.15 Medical Services

 

 

All athletes will be covered both by a life insurance and personal injury which happens due to the participation in the championship.

 

 

First aid within the competition will be located under the main stand in the Stadium.

 

 

5. INSTRUCTIONS FOR THE ATHLETES

 

 

5.1 Equipment

 

 

The organizing committee will provide all athletes with the equipment necessary for each event, such as specified by IAAF rules.

 

 

The LOC will authorize implements other than those offered by the organization as long as they are presented two (2) hours before the event and approved by the Technical Director.

 

 

5.2 Pole Vault Control

 

 

Poles must be presented to the chief pole vault Judge two (2) hours before the event.

 

 

5.3 Training Schedule

 

 

A training schedule will be provided by the organization to the team delegate depending on the necessities of each team. The schedule will be notified at the technical meeting.

 

 

5.4 Call Room – Schedule

 

 

Only one Call Room will be used at the lateral entrance of the track, entrance that is mandatory for all athletes. Combined Events participants only will have to report for the first event of each session (morning and afternoon).

 

 

In the Call Room all athletes will identify themselves with their accreditation card y bib numbers and strict control will be taken in regards to additional equipment such as: spikes, uniform, bag, and personal items. Control is in accordance to IAAF rules. Spikes permitted will be 6mm. except in high jump and javelin throw where they can be 9mm.

 

 

No delegates or team officials will be permitted in the Call Room.

The entrance to the track, jump and throws areas will be in an orderly manner following the officials and protocol guide. Athletes will be presented in front of main stand for presentation and afterwards taken to the area of competition. Following the end of the event the athletes will leave in the same manner they entered.

 

 

6. Jury of Appeal

 

 

The Jury of Appeal for the CAC Championship will be formed by the members of the Council of the Central American and Caribbean Confederation.


7. Technical Meeting

 

 

The technical meeting will take place the 3rd of July 2008 at 10:00hrs. in the offices of the “Liga de Atletismo de Valle”.

 

 

A maximum of two (2) representatives per delegation will be permitted at the meeting. The meeting will be controlled by:

 

 

o Central American and Caribbean Confederation President.
o South American Confederation President.
o Colombian Track and Field Federation President.
o IAAF Technical Delegate.

 

 

8. Opening Ceremony

 

 

The Opening Ceremonies will take place Thursday, July 3, 2008 at 18:00hrs. in the Pascual Guerrero Track and Field Stadium in Cali.

 

 

All participating federations shall present themselves with a specific amount of athletes and officials at the opening ceremonies with their uniforms as scheduled in the Championship program.

 

 

9. Anti-doping Control

 

 

In will be in accordance to IAAF procedures for doping control.

 

 

10. General Assembly

 

 

The General Assembly of the Central American and Caribbean Confederation will take place Sunday, July 6, 2008 at 09:00hrs. in the Intercontinental Hotel.
